City Council to Consider Rezoning Parts of Manchester

The effort is designed to implement recommendations of the Downtown Master Plan. For example, it would swap a standard M-2 heavy-industrial zoning along the James River for a more flexible RF-2 “riverfront” designation, which would accommodate residential, commercial and office uses, plus building heights of up to 13 stories, said Brooke Hardin, the city’s deputy director of planning and development review.

In addition, the now-vacant Alcoa plant would be rezoned to a mix of RF-2 and B7 commercial, with the latter category allowing active-industrial uses, as well as commercial and residential uses, he said.

The public can speak on the plan tomorrow (Monday) at Richmond City Council’s 6 p.m. meeting on the second floor of City Hall, 900 E. Broad St.
