Richmond’s incoming new mayor Del. Dwight Jones will speak Nov. 12 at the Fourth District meeting sponsored by Richmond City Council Member Kathy Graziano. The meeting is scheduled for Wednesday, Nov. 12, at 7 p.m. at St. Luke Lutheran Church, 7757 Chippenham Parkway.
